P30,000 water system solution–Perlas By Nestor P. Burgos Jr. Inquirer Visayas First Posted 21:45:00 03/16/2010

Water Supply ILOILO CITY—VILLAGE-BASED water systems that could cost as little as P30,000 to build should be used to fight the adverse effects of El Nino that has devastated thousands of hectares of farms in the country, presidential candidate Nicanor Perlas said on Monday.
Perlas, president of the Partido ng Marangal na Sambayanan (Pangmasa), said the village-based water systems, including wells and irrigation systems, were cheaper, easy to set up and environment-friendly compared to large dams.
“The government should immediately address the water supply problems especially in rural villages,” Perlas said in a phone interview on Monday with Inquirer.
